Graham was first elected to represent Cwmbwrla Ward in 1999. In 2004 when the Lib Dems were in joint control of the Council Graham joined the Executive as Cabinet Member for Housing and then in 2008 for a further 4 years Cabinet Member for Culture Recreation and Tourism. He is currently Deputy Lord Mayor progressing to Lord Mayor in May of this year.
